以要言之已下，第二略義有兩番，初番云利行滿即上涅槃大仙尊位自知，利他圓滿即上轉梵輪以能顯發辨了施設開示，二利圓滿不共故名大眾中正師子吼，亦可十一句中上之九句若自利圓滿，後有二句名利他圓滿。

From "In brief" onward: the second summary has two turns. The first turn states that fulfillment of beneficial practice is the self-knowledge of the aforementioned nirvāṇa, the sublime position of the Great Sage; the perfection of benefiting others is the aforementioned turning of the Brahmā-wheel, because of the ability to manifest, explain, establish, and demonstrate it. Because the fulfillment of both benefits is unshared, it is called "rightly roaring the lion's roar amidst the great assembly." Alternatively, among the eleven phrases, the upper nine phrases may be the perfection of self-benefit, and the latter two phrases are called the perfection of benefiting others.
