12.34

是中煩惱使者，謂三界，後二句：一、依煩惱不染；二、依不捨眾生聲聞等同不同義故。

Therein, 'underlying tendencies of defilement' refers to the three realms. The last two clauses: first, based on not being defiled by afflictions; second, based on the meaning of being equal to and not equal to disciples (śrāvakas) and so forth through not abandoning sentient beings.
