言為令永斷煩惱，從此後起漏盡智力者，起漏盡力為彼有情說法令彼盡漏。言若有乃至起不作作者，起不作煩惱之善作也。

As for "in order to cause the perpetual severance of afflictions, from this point forward generating the power of cognition of the exhaustion of taints": generating the power of the exhaustion of taints, one expounds the Dharma for those sentient beings to cause them to exhaust taints. As for "if there is... down to: generating the action of non-action": it means generating wholesome actions that do not commit afflictions.
