既觀照已乃至其心趣入者，次起根力，現前知已便於說法其心趣入者，識根授法令心趣入。
As for "having so illuminated and contemplated... down to: their minds enter": next, generating the power of faculties, having known it directly, their minds then enter into expounding the Dharma; this means discerning faculties and imparting the Dharma so as to cause their minds to enter.
