以此自在為依止已下，明現行成熟，（基云：）準此文云：引發緣中勢力自在等，即於外法之上亦假立成熟。

From "having this mastery as its support" onward, it explains the maturation of manifest activity. Ji says: According to this passage stating, "regarding the conditions that induce it, its power has mastery," and so forth, maturation is also provisionally designated with respect to external phenomena.
