The commentary states: Form of a higher stage serves as the root, and upon it is separately transformed into form of the kind belonging to the Desire Realm, so that humans in the Desire Realm with inferior eyes are able to see it. This form of the kind belonging to the Desire Realm, being a transformed manifestation of the perception of the Form Realm, is still bound to the Form Realm and remains a subtle phenomenon. How is it made visible? Because it is made into a coarse kind, it is therefore made visible. In the Formless Realm there is neither a physical body nor deportment. When the treatise says, "Just as in the Form Realm there is no craftsmanship," without mentioning deportment and transformative manifestations, this is an omission not discussed here. Regarding both [deportment and transformation] being absent in the higher realm, in this treatise, as stated in Chapter 18 of the Prakaraṇāryavācā: "The formless realm excludes transformative manifestation and deportment," thus one knows this is an omission. Some say that by this it is proven and known that in the Formless Realm there are minds of transformative manifestation and deportment; just as with the mind in meditative absorption of the Formless Realm, one attains great mastery over all form and also possesses a mind of transformative manifestation, and there are bodhisattvas who, relying on that meditative absorption, engage in walking and staying, such as bodhisattvas of the Eighth Stage and above—what obstacle is there to also having a mind of deportment? These are all wholesome and taintless. If so, they are subsumed under the minds of learners and the like; they are similar to minds of transformative manifestation, and are thus called transformative minds. Just as with the indeterminate mind resulting from supernormal powers and the indeterminate mind that generates the deportment of ripening, that stage lacks them, which refers to ordinary beings across the three vehicles; it is not stated with respect to the inconceivable, which is why it says "likewise." Ce says: Deportment and transformative manifestation extend to the Formless Realm; therefore they are called the twenty minds, because the treatise makes no exception.
