解云：彼天報色清淨猶如燈光不相礙妨，然各隨業自見，彼此分齊不同，不得說名同處不相離，始終一處，彼天不爾，集散非恒，故非同處。

Explanation: The retributive form of those devas is pure, just like lamp light that does not obstruct. However, each according to their karma perceives themselves, and their boundaries are distinct, so they cannot be called inseparable in the same locus, which means being in one place from beginning to end. Those devas are not like that; their gathering and dispersing are not constant, and therefore they are not in the same locus.
