However, by what dharmas is arising and ceasing discerned, such that they are called 'devoid of arising and ceasing'? This is not like the assertion of the non-Buddhist Vaiśeṣikas that, at the beginning of an eon, from two permanent parent atoms, one child atom is born and covers the parents; further, from these two, yet another coarse, large atom is born and again covers the preceding two, and thus, developing in turn, the great chiliocosm is formed. Nor is it like the Abhidharma doctrine that seven atoms form an aṇu, seven aṇus form a copper dust particle, and so forth, up to the mutual constitution by sets of seven, where six surround one to assemble into the great earth, mountains, and so forth. Now, refuting both of these, it is made clear that internal and external forms are born in recompense for karma: each entity arises suddenly according to its own large or small measure; it is not assembled and constituted from fine parts.
