義曰：從本生時是定心發故法處收，其為他用雖亦眼見不望是人為法處也。
The meaning is: when it originally arises, it is generated by the concentrated mind and therefore subsumed under the realm of phenomena; although it is seen by the eye when utilized by others, looking from the perspective of that person it is not treated as [external] form.
