14.56

塗冠香鬘者，西國以香塗身，以鬘為冠，是放逸處故制也。正學者，即式叉摩那，受六法二歲學戒。

Regarding 'anointing with scents and crowning with garlands': in the Western countries, they anoint their bodies with scents and use garlands as crowns; since these are occasions for heedlessness, they are prohibited. 'Those properly training' refers to śikṣamāṇās, who undertake the six rules and train in the precepts for two years.
