14.70

明戒障中，先辨不授，後返此明受。前中有三：初苾芻；次近事；後近住。前中有二：初所授之難；後闕能授。前中，初問答標列六因；次釋；後結。

In clarifying obstacles to the precepts, it first determines not conferring them, and thereafter conversely clarifies receiving them. In the former there are three: first, monks; next, lay devotees; finally, proximate-abiders. In the first there are two: first, difficulties of the candidate; second, deficiencies in the conferrer. In the first, it first lists the six causes in question and answer; next, explains them; and finally, concludes.
