In the third section, explaining the conditions for relinquishing the precepts, there are three parts. First, the five conditions for a bhikṣu to relinquish the precepts are explained. 'Either due to relinquishing the training rules' refers to relinquishing the original mind of receiving them. 'Or due to committing a fundamental transgression'—Master Jing says: the word 'etc.' is based on Fascicle 40 of the Bodhisattvabhūmi, which says: If a bodhisattva commits the four pārājika dharmas, repeatedly performing them entirely without shame or conscience, one should know that this is called a transgression with upper-grade entanglement, and it is not that a momentary, single transgression with lower- or middle-grade entanglement immediately relinquishes the precepts; by this standard, one knows that it is the same for the śrāvaka. This refutes the Sammatīya view that when any one of the lower, middle, or upper entanglements arises and one momentarily commits a single transgression, one immediately relinquishes the precepts; since it says that a transgression with upper-grade entanglement immediately relinquishes them, it also refutes the Sarvāstivāda view that transgressions with all three grades of entanglement never relinquish the precepts. The Daśacakra-sūtra relies on transgressions with middle- or lower-grade entanglement, and thus says that committing a grave transgression does not relinquish [the precepts]. Fascicle 30 says: The Mahāparinirvāṇa-sūtra says: 'Whether saying that one relinquishes the precepts or does not relinquish the precepts, neither understands my intention.' The Sammatīya mocked the Sarvāstivāda school, saying: 'Your claim that committing a grave transgression does not relinquish the precepts increases the causes and conditions for bhikṣus to commit grave transgressions; moreover, in your school many commit grave transgressions, which is why you make this determination.' The Sarvāstivādins said to the Sammatīya: 'Your school posits that committing a grave transgression immediately relinquishes the precepts, which causes those who commit them to give rise in themselves to the notion that they have no precepts, so that they then repeatedly commit transgressions, and on account of this perform unwholesome karmas extensively.'
