15.172

初復次中，先法；後喻。謂由此故苦，此最後為初等者，謂由逼迫故苦，苦諦為初，如集諦故苦，以有因方果故，由證滅故樂，如滅樂故道。

In the first alternative explanation, first the Dharma is presented, and then the simile. Regarding "suffering is due to this; this final one is the first, etc.": suffering is due to oppression, so the truth of suffering is first, just as suffering is due to the truth of origin, because only when there is a cause can there be a fruition; happiness is due to realizing cessation, just as the path is due to the happiness of cessation.
