言能成三諦義者，能成知苦斷集證滅三種義利之義。測云：又諦有二義：一、一切諸法不捨自性義是諦義，故遺教經云：佛說四諦不可令異；二、能生清淨智義。

Regarding "the meaning of being able to accomplish the three truths": it means the meaning of being able to accomplish the three kinds of benefit—knowing suffering, abandoning origin, and realizing cessation. Ce states: Furthermore, truth has two meanings: (1) the meaning that all dharmas do not abandon their intrinsic nature is the meaning of truth, hence the Yijiao jing says, 'The four truths taught by the Buddha cannot be made otherwise'; (2) the meaning of being able to generate pure gnosis.
