15.40

今為通，雖有為法無無依者；然此中所說依義者，此中說根以為所依，諸餘色法不依根生不名有依。

Now, to resolve this: although among conditioned dharmas none is without a basis, yet as for the meaning of 'basis' stated here, here it refers to the faculties as bases. The other form dharmas do not arise depending on faculties, and therefore are not called 'having a basis.'
