第三對中，能盡生等是壓有為，八苦中生苦為上首，善能盡生為上首，所有八苦。又能增長下，明樂無為。

In the third pair, 'being able to exhaust birth, etc.' is suppressing the conditioned; among the eight sufferings, the suffering of birth is foremost, and the wholesome is able to exhaust all eight sufferings with birth as foremost. Furthermore, 'being able to increase...' downward clarifies delighting in the unconditioned.
