14.79

論云「能盡生為上首所有眾苦」者，言此善能盡生為上首諸苦耶。又上首苦，謂八苦中生苦為上首，善能盡生苦故，名盡生上首苦。又以生苦為初上首，所有八苦並盡。

The treatise says: "capable of exhausting all suffering with birth as the foremost." This means: does this wholesome [quality] exhaust all sufferings that have birth as their foremost? Furthermore, "foremost suffering" means that among the eight sufferings, the suffering of birth is foremost; because the wholesome is capable of exhausting the suffering of birth, it is called exhausting the foremost suffering of birth. Alternatively, taking the suffering of birth as the initial foremost, all eight sufferings are completely exhausted.
