若應縱者乃至令不現起者，久防護根，多生勞倦，暫縱取境，而護煩惱不令現起，是第二因緣。

'If they should be given rein... up to causing them not to become manifest' means that having long guarded the faculties, much weariness arises; temporarily giving them rein to apprehend objects, one nonetheless guards against afflictions and prevents them from becoming manifest; this is the second cause and condition.
