解云：分別起惑同類，雖有九品若望俱生并成上品，皆是不善，故九品皆能發業，問若分別九品俱生六皆發不善業者，何不善業能往惡趣，答唯分別起業能往惡趣非任運起。又就分別所起業中上中品發業能趣惡趣，非是下品六念而起。

The explanation says: Although afflictions arisen through discrimination of the same category have nine grades, when compared to the innate they all constitute the superior grade and are all unwholesome; hence all nine grades can initiate karma. Question: If the nine discriminative grades and the six innate grades all initiate unwholesome karma, what unwholesome karma can lead to evil destinies? Answer: Only karma arisen through discrimination can lead to evil destinies, not that arisen spontaneously. Furthermore, within karma initiated by discrimination, karma initiated by superior and middling grades can lead to evil destinies, not the inferior grade arisen through lapses in mindfulness.
