故下卷說：若諸煩惱猛利現行方能發起往惡趣業，非諸失念而現行者，又分別起能發此業非任運。

Therefore a subsequent fascicle states: 'Only when afflictions are fiercely active can they initiate karma leading to evil destinies, not those that are active through lapses in mindfulness.' Furthermore, those arisen through discrimination can initiate this karma, not the spontaneous.
