新羅眆師云：言非願界者，是舉所治，即惡趣名為非願。對治善中者，此顯能治善舉所治，而此中意取能治善，如是善中非為願求。

Master Fang of Silla says: The statement 'the realm of non-wishing' refers to adducing that which is to be counteracted, namely, the wretched destinies are called 'non-wishing.' 'Among the wholesome counteractions' shows the counteracting wholesome while adducing that which is counteracted, and the meaning here takes the counteracting wholesome; among such wholesome [dharmas], one does not wish or seek for [them].
