17.11

修道中，如對法第四云：任運能發惡行者，是不善。即我見等有不能者，故見道名分別煩惱，如對法第四說：準此發三惡趣業非修道。然此據全引滿果為論，其修道中，何妨亦有發惡趣別報業者，故知今據引果不據滿果。

In the path of cultivation, as the fourth fascicle of the *Samuccaya* says: 'Those able to initiate evil conduct spontaneously are unwholesome.' That is, among the view of self and so forth, there are those unable [to do so]; hence the path of seeing is called discriminative afflictions, as stated in the fourth fascicle of the *Samuccaya*. In accordance with this, initiating karma of the three wretched destinies is not of the path of cultivation. However, this is discussed based on fully projecting and completing fruits. In the path of cultivation, what is to prevent there also being those that initiate karma of separate retribution in the wretched destinies? Hence we know that here it is based on projecting fruits, not completing fruits.
