In false speech, culmination means that the assembly present at the time and the interlocutor understand. According to the principles of the Hīnayāna treatises, it refers to when, for example, someone wishes to deceive another and says, 'A wolf was seen outside the city.' If the other person understands upon hearing the two characters 'outside the city,' the path of action is precisely accomplished upon hearing the second character. If he only understands upon hearing three characters, the path of action is only accomplished at the third character. If all four are heard, he then understands and accomplishes the path of action.
