言無邊無量邊滿行轉者，此總結前識處成辨，故得諸功德以下並大義，此諸功德顯揚第二十四說。

As for 'boundless and measureless pervasive practice,' this summarizes the previous completion of the consciousness base, whereby all virtues are attained; the text from here on down is all Dayi's commentary. These virtues are explained in the twenty-fourth fascicle of the Prakaraṇāryavācā.
