泰云：言或闕輕安，名不定地。謂欲心心法者，輕安唯與定心相應，欲界散善心無輕安，唯十善俱轉，色無色界散心亦應爾。今解：以本決俱云：在欲界諸心心法，故不可例言上界，亦爾。

Tai says: 'Regarding the statement "or lacking pliancy, it is called a stage of non-concentration; that is, the minds and mental factors of desire": pliancy is associated only with the concentrated mind; the distracted wholesome mind of the desire realm lacks pliancy and proceeds only together with the ten wholesome [factors]; the distracted mind of the form and formless realms should also be likewise. The present explanation: because the root text and determination both say "all minds and mental factors in the desire realm," one cannot by analogy say that the higher realms are also like this.'
