言未離欲於自生處方得受生者，此據現纏潤生，諸煩惱品所有麁重隨縛自身亦能為彼異身生因者，此據種子潤生。

As for the statement that one who has not attained dispassion only obtains rebirth in their own place of birth, this is based on active entanglements moistening rebirth. The statement that all unfitness belonging to the category of defilements, binding one's own body, can also serve as the cause of birth for that other body, is based on seeds moistening rebirth.
