Tai says: Bodhisattvas below the stages (bhūmi), being not yet able to extensively benefit sentient beings, may thus be born in the formless realm; however, among them, those who predominantly cultivate wisdom take as object all lower phenomena, while those who predominantly cultivate meditative concentration do not take lower phenomena as object. If śrāvakas who extensively cultivate wisdom, encompassing both those with training and those beyond training, are born in the formless realm, they also take lower stages as object. If those below do not extensively cultivate wisdom, they are like ordinary beings and do not take lower stages as object. Bodhisattvas of the first bhūmi and above are called those who have attained mastery; they are not born in the formless realm.
