下解三義。有漏中餘名無力者有覆無記中非煩惱謂受想等，及無覆無記法，皆名無力。

Below, the three conditions are explained. Among the taint-associated, "the remainder are termed impotent" refers to those within the defiled-indeterminate that are not afflictions—namely, feeling, ideation, and the like—as well as non-defiled indeterminate phenomena; all are termed impotent.
