Fifteenth, explaining internal phenomena. The words "if, due to the sovereign power of this phenomenon, distinctions among external form, sound, and other sense-bases arise," and so forth, mean: if due to the sovereign power of the five faculties, the five external dusts arise. The words "if, because of being able to contain the seeds, it is an internal phenomenon": this follows the progressive rationale, where seeds residing in the six faculties and consciousnesses are termed "internal." The words from "if the five kinds of pure form..." up to "are spoken of as internal phenomena" mean that the five faculties—the eye and so forth—as well as the mind, intellect, and consciousness are internally of that intrinsic nature. Furthermore, "there are also designations establishing other phenomena as internal that can be obtained," and so forth: because the five dusts supporting the faculties are in one's own body, they are called "internal."
