下明遲速二類：一、有勤道而無修力故不入聖道；二、有放逸故雖有修力未入聖道。

Below, the two categories of slow and swift are clarified: first, those who have the path of diligence but lack the power of cultivation, and therefore do not enter the noble path; second, those who have negligence, so that although they have the power of cultivation, they have not yet entered the noble path.
