初中，言諸諦為據為依為建立處立十三人者，泰云：約苦諦為據集諦為依道諦為建立，約此三諦立十三人。

In the first part, where it says 'establishing thirteen persons with the truths as the basis, as the reliance, and as the locus of establishment': Tai says that taking the truth of suffering as the basis, the truth of origin as the reliance, and the truth of the path as the establishment, thirteen persons are established with respect to these three truths.
