由自他者，謂諸異生染不染罪者，如犯僧殘等便在二十僧中出罪等名由他；若以不染心違犯小罪責心以除。

"Due to oneself and another" refers to defiled and undefiled offenses of ordinary beings. For example, when committing a saṅghāvaśeṣa and so forth, undergoing rehabilitation among twenty monks is called "due to another"; if violating a minor offense with an undefiled mind, it is eliminated through self-reproach in mind.
