18.571

言即此智種子乃至名神境智作證者，答第三作證，問神通種子一切眾生無始已來數得神通皆有種子，由有性障事障不能起神用，今時行者由離二障修習勢力，令舊種子增長相續，爾時緣具得起通故，言即此種子，由生緣所攝受等。

Regarding 'the very seeds of this cognition [...] up to is called the realization of psychic cognition': this answers the third question on realization. As for the seeds of supernormal powers, all sentient beings from beginningless time have repeatedly attained supernormal powers and all possess their seeds; yet due to emotional obstacles (kleśāvaraṇa) and factual obstacles, they cannot manifest supernormal activities. Now, practitioners, through the power of cultivating the abandonment of the two obstacles, cause the old seeds to increase and continue; at that time, with conditions complete, they are able to give rise to supernormal powers. Therefore it says, 'these very seeds, being gathered by the conditions of production, etc.'
