得中，內分力有七德，事業障者，由多思覺，發諸事業，嬈攘其心，廢修善品，名事業障，無此事障也。外分力有五德，教法猶在者，佛雖滅度，而法猶住故。

Regarding 'obtaining': internal power has seven virtues. As for 'the obstacle of activities': because of manifold discursive thoughts, one initiates various activities, which disturb the mind and cause one to abandon the cultivation of wholesome dharmas; this is called 'the obstacle of activities,' and [the text means that] there is no such obstacle of activities. External power has five virtues. 'The teaching still remains' means that although the Buddha has passed into extinction, the Dharma still abides.
