或他積集所有財物而用慧施者，是標。下釋，用他積集財物所以，如勸導他者，由勸他故教用施。或任彼務者，如主藏臣王遣行施。

As for "or using wise giving with all the wealth accumulated by others," it is a heading. Below it explains the reason for using wealth accumulated by others: as in "exhorting others," it means teaching them to practice giving through exhorting them. As in "or undertaking their duties," it is like a treasurer minister whom a king dispatches to practice giving.
