有釋：依他起法由妄情起，故說遍計執，能轉依他非親因緣及緣緣等。
There is an explanation: Paratantra dharmas arise from deluded cognitive grasping; therefore it says that the parikalpita grasping can transform the paratantra, but not as an immediate cause-and-condition (hetupratyaya) or objective condition and so forth.
