20.80

自下第五決擇威力品。已說真實義分者，結前也。由五因緣，當知威德不可思議者，舉數生後也，與不定心一向不同。又云：一向繫屬定地心者，八地已上亦有此事，然多分據佛，佛無不定心故。

Next below is the fifth, the Viniścaya on the Chapter on Sovereignty. 'The division of the real meaning has already been explained' concludes the preceding. 'It should be known that sovereign power is inconceivable through five causes and conditions' adduces the number to generate what follows; it is entirely different from the unfocused mind. It also says: Regarding 'it is exclusively bound to the mind of the concentrated stage,' this also occurs from the eighth stage onward, but it mostly relies on the Buddha, because the Buddha has no unfocused mind.
