Third, explaining the activities of the transformation bodies of the Tathāgatas. Masters Bei and Jing say: 'The activities of the transformation body arise like worlds.' The intent of this text is to distinguish the manner of arising of the other-enjoyment body and the transformation body, omitting the self-enjoyment body. "Arising like worlds" means that they arise in forms and categories corresponding to the sentient beings transformed across all worlds; therefore it is said that they arise like worlds.
