23.16

言又復有一乃至其後有芽亦不得生者，據修解脫分滿，或據百劫六十劫等，則於現身堪八上果故，令有芽不生。又復有一住於學地乃至不復更生者，欲界生盡上地猶有。

The statement "Furthermore, there is one... up to whose sprout of subsequent existence also cannot arise": this is based on fulfilling the aids to liberation, or based on one hundred kalpas, sixty kalpas, etc., such that in the present body one is capable of entering the highest fruit, thereby preventing the sprout of existence from arising. "Furthermore, there is one who abides in the stage of training... up to never again being reborn": rebirth in the desire realm is exhausted, while it still exists in the higher realms.
