料簡中，言此中有一乃至永不得生者，此人現造新業及增長，後成羅漢令種腐敗有芽不生。

In the analysis, the statement "Herein, there is one... up to never obtaining rebirth": this person in the present generates new karma and increases it, but later becomes an arhat, causing the seeds to rot away so that the sprout of existence does not arise.
