24.17

問：何故能生他中不說生老死耶？答：此中說因所作，既有所作即有所生果故，但說因不說果也，業所作中但有能生他，故云所作。

Question: Why, among those capable of producing others, are birth and aging-and-death not mentioned? Answer: Here, it speaks of what is produced by cause. Since there is already that which is produced [as a cause], there is that which produces fruit; hence it only speaks of causes and does not speak of fruits. In 'produced by karma', there is only the capacity to produce others, hence it is called 'produced'.
