第三解國王等，依國及王乃至有十種力等者，有師釋云：於國等有自在力故立十力。更勘，今解：一、國等，二、王，乃至第十出家眾，依此十種，立有十力，廣釋經說。

Third, explaining kings and states, etc.: regarding 'relying on states and kings' up to 'there are ten kinds of powers,' etc.—some masters explain: because they have sovereign power over states and so forth, ten powers are established. Examining further, we now explain: 1. states, etc., 2. kings, up to the tenth, the monastic Saṅgha; relying on these ten kinds, ten powers are established, elaborating upon what is taught in the sūtras.
