The second explanation says: The four disputes here cannot be individually matched with the four disputes in the Vinaya; they merely partition the previous seven [settlements] into four clauses. That is, if the first four clauses concern 'disputes of other-accusation', they are settled by presence, recollection, non-confusion, and confession. The next one clause, called 'disputes of mutual suspicion', is settled by majority decision. The next one clause, called 'disputes of self-accusation', is settled by the determination of the offense. The final clause, called 'disputes of mutual accusation', is settled by covering with grass. This latter interpretation is superior.
