四者、互舉諍事者，相舉悔過以諍羯磨，故名事諍，此即相發露時通用七毘尼以治，故云各各發露除滅也。

Fourth, 'disputes of mutual accusation': mutually bringing up transgressions for repentance in order to dispute the karman; therefore it is called a 'dispute concerning formal acts' [kicca-adhikaraṇa]. This means that when mutually disclosing, the seven vinayas are applied in common to resolve it. Hence it says, 'settled by individual disclosure.'
