基云：加行根本諸表業名作業，有起作故，諸無表業名不作業，無起作故，此通三乘表無表業故不說意，增長不增長業中。
Ji says: ‘All manifest karmas, both preparatory and principal, are called “karma of action” because there is initiation and performance; all unmanifest karmas are called “karma of non-action” because there is no initiation and performance. This applies generally to the manifest and unmanifest karma of the Three Vehicles, which is why mind is not mentioned.’ In ‘karma that has accumulated and karma that has not accumulated’:
