由無間、殷重作意故，於諸結中得解脫者，五蓋九結實通現種，現行相增今偏說為蓋，種子難斷相沈細故，今偏說為結，故說別斷。

Regarding 'due to continuous and earnest mental application, one attains liberation from the fetters': the five hindrances and nine fetters actually both pertain to active manifestations and seeds. Since active manifestations are prominent in appearance, they are here specifically called 'hindrances'; since seeds are difficult to sever and their characteristics are submerged and subtle, they are here specifically called 'fetters'. Therefore, their separate abandonments are spoken of.
