以法以正以制以導者，景云：謂以佛法及以王正法惡者，顯制善者須達。泰云：弉有四義：一、以教法；二、說正因果；三、以戒律制；四、以三乘導。基云：以法者道理，以正者順益，以制者軌範，以導者奘勸。又以法者教，以正者理，以制者以此教理制御，以導者訓示非以威嚴而刑罰之。

'By dharma, by rectitude, by restraint, by guidance': Jing says: that is, by the Buddha-dharma and by the righteous law of kings; toward bad persons one manifests restraint, and toward good persons one must assist. Tai says: Xuanzang explains four meanings: first, by the teaching of the Dharma; second, by explaining correct cause and fruition; third, by restraining with the monastic discipline; fourth, by guiding with the three vehicles. Ji says: 'by dharma' is principle; 'by rectitude' is compliant benefit; 'by restraint' is standards of conduct; 'by guidance' is encouraging and guiding. Furthermore, 'by dharma' is the teaching; 'by rectitude' is the principle; 'by restraint' is restraining through this teaching and principle; 'by guidance' is instructing and directing, not using intimidation and punishments.
