第七段，城者內攝持外有捍禦，內攝四法外禦信解，故喻城也。相應善法二種心城者，一善說法二毘奈耶？

In the seventh section: 'city' means holding together internally and defending externally. Internally it gathers the four dharmas, and externally it defends conviction; hence it is compared to a city. As for the two kinds of mental cities of wholesome dharmas of conjunction: are they, first, the well-spoken Dharma, and second, the Vinaya?
