轉者有二：一、暫時於諸有情末解脫成如來教化轉不休息；二、究竟佛難思德為諸有情作利益事流轉不息。
Activity: there are two kinds: (1) temporary: teaching and transforming beings not yet liberated and turning the Tathāgata's wheel without resting; (2) ultimate: performing beneficial actions for sentient beings through the Buddha's inconceivable virtues, revolving unceasingly.
