Regarding "moreover, residing in the central land, not being born in borderlands, and so forth": Master Tai says, "Only Central India is called the central land; the other four Indias, although the four assemblies travel back and forth within them, are all called borderlands. Dasyu has no exact equivalent in translation; although [they] possess discriminative awareness, it carries the sense of being obstinate and refractory. Mleccha also has no equivalent in translation; lacking discriminative awareness, it carries the sense of being dull and ignorant. In these latter two places, the four assemblies do not travel, nor do noble ones dwell. Since there is a distinction between having and lacking awareness, they are divided into four places: first, Central India, because the Buddhas of the three periods of time are born here, it is called the central land; second, the [other] four Indias, where although no Buddha appears, the four assemblies travel back and forth to transform and guide; third, regions outside the four Indias, where during the Buddha's lifetime no Buddha or four assemblies appeared to travel, yet [the people] possess discriminative awareness, such as the Tang lands and the like, which are called Dasyu lands; fourth, barbarian tribes such as the Yi, Di, Rong, and Qiang, which are called Mleccha."
